We populate and test cards at the warehouse, then rack and cable on site.

Do you check power before install?

Always. Chassis power draw and feed type get confirmed with the facility first, because finding out on the night is not a recoverable problem.

Can you populate cards in advance?

Yes, and we test the chassis populated so failures surface on our bench.
